Unused DNA

It appears that about 60% of human DNA is unused.

Is it DNA that humans have not yet found a way to use or was it (as Darwin might have said) used in the distant past but now obsolete and superseded? Perhaps it is there for use like telepathy.

Our DNA, like other parts of our body, has minute particles obeying to quantum physics where two objects can communicate instantly over any distance, so perhaps it's not surprising that our brains might be able to achieve telepathy.
